Can a non-parent be a live-in IHSS provider?

If your child is an IHSS recipient, you can either be their IHSS provider yourself, or you can hire a third-party provider. This third party could be through an agency or could be a family member or friend. You can even hire someone else who lives in your household to provide your child's IHSS hours. The provider can fill out the live-in certification form to be exempt from income tax on their IHSS payments. However, only parent providers are exempt from payroll (FICA) taxes. Any IHSS provider must be eligible to work in the United States.
