Can I claim unemployment if my child can no longer use me as an IHSS provider?

This situation might come up if an IHSS recipient is hospitalized long-term or becomes ineligible, so their parent provider can't claim any hours. Unfortunately, parents who work full-time as their children's IHSS provider are not eligible for unemployment benefits. Parent providers do not pay into the state unemployment insurance tax system, so they cannot collect unemployment benefits.
