Can I use SDP funding to pay for an evaluation for my child's diagnosis?

A high-quality medical evaluation for diagnosis can be costly, so some parents wonder if they can get funding from Regional Center through the Self-Determination.
Undivided's Self-Determination Consultant Iris Barker says that it's unlikely to get an assessment approved in a spending plan. Regional Center will see this as a school or insurance responsibility. It might be possible to make a case for it and why this assessor is better than the one provided by insurance or school.
