What services your child can access will depend on the visa they have; some visas allow children to be eligible for Regional Center services but not Medi-Cal. The federal government only allows Medicaid reimbursement (which funds Regional Center and Medi-Cal) to be used for citizens and permanent residents.
It's best to ask your Regional Center if your child is eligible for the Medi-Cal waiver. You should also check with an immigration lawyer because sometimes utilizing public benefits can affect future green card applications.
