Can my child still have IHSS if we are temporarily displaced from our home?
IHSS is managed by your county of residence. If you are temporarily displaced within the same county, you can provide your temporary address to your IHSS case worker.
According to Vance Taylor, chief of the office of Access and Functional Needs at the California Governor’s Office of Emergency Services, “Any recipient who has been displaced, whether they are in a shelter, a hotel, a relative’s home, etc. should contact their county IHSS social worker or office and advise them of their location and situation. There should be no discontinuance of services, and they should continue to receive their services wherever they have relocated to. There are no issues with services being temporarily provided in another county. However, if the IHSS recipient decides to permanently relocate to another county, they should contact their current county IHSS social worker, so that an intercounty transfer can be initiated. The county receiving the case would need to do a new reassessment, but it would not be immediate and all services they received in their county of origin should continue until any reassessment is completed. If they disagree with the reassessment, they can file for a hearing. Additionally, if the IHSS recipient’s provider is unable to provide services, the IHSS recipient should contact their local Public Authority for help with connecting with another provider.”
If your IHSS worker says that you need to reapply for IHSS or risk termination of services, you can ask to speak to their supervisor or ask for a notice in writing. If you have been displaced for more than six months in another county, you may be asked to transfer services to your new county.
