Can someone be both a respite provider and an IHSS provider?

Yes, the same person can be both an IHSS provider and a respite provider for a family if they meet the requirements. IHSS hours assigned to a child can be split across multiple IHSS caregivers, whether they are parents or any combination of parent or outside caregiver.
However, a parent who is their child's IHSS provider cannot be a respite provider because those hours are specifically supposed to be used to give parents a break.
