Do I need to have Medi-Cal to be my child's IHSS provider?

No, you don't have to be a Medi-Cal recipient in order to be your child's IHSS provider. The IHSS hours belong to your child. They are based completely on your child's eligibility, both in terms of enrollment on Medi-Cal and in terms of their specific needs. If you are not eligible to be their IHSS provider as a parent, that does not mean that your child is not eligible to receive the services; they just can't receive it from you.
