How do I file a citizen complaint against a Regional Center?
If your child is NOT currently a Regional Center client, you can file a citizen complaint if the Regional Center has failed to respond to an application, hold assessments, establish eligibility, or hold an initial IPP within statutory timelines, or if at the time of application they inform you in writing that your expected timeline is anticipated to extend well beyond statutory timelines. You can submit citizen complaints directly to DDS at:

However, upon receipt, DDS will forward your complaint to the director of your Regional Center. To avoid delays, you may want to send your complaint straight to your RC director, and CC it to DDS if you choose.
If your child is currently a Regional Center client, you can file a Section 4731 complaint instead. This type of complaint is used specifically for violations of your child’s rights, as opposed to the fair hearing process, which is for disputes about your child’s services and supports.
