What do I do if the school is delaying my IEP meeting because the teacher is out on leave?

An IEP is valid for one calendar year. Your IEP meeting needs to be held by the due date; otherwise the school is out of compliance. If the school wants to delay the IEP meeting because your child's teacher is out on leave, the school still needs to schedule the meeting whether that teacher is there or they have another teacher.
