Who works on executive functioning IEP goals in high school?

In an IEP, each goal should have a person assigned to making sure the goal is implemented and measured. According to Undivided Education Advocate Lisa Carey, usually it is the resource specialist program (RSP) or the special education teacher who works on executive functioning goals in an IEP.
